General questions regarding participation in offline tournaments.

I apologize, but I'm a dedicated Heroes fan, and until now, I haven't had the chance to test my skills against other like-minded players in "official" tournaments. I would really like to participate in official tournaments, but I don't know how. Could you please advise me?
