According to your scheme, barbarian luck won't benefit a demon. It only works on Orcs.

Barbarian luck is a completely different perk in this case. Because it doesn't work above 5% (a bug).

Not much effort was put into it. All of this can be implemented in a week (for all factions).

The ideal version differs from the real one due to several factors, as the wheel example demonstrates.

Choosing from competing perks is much better than choosing from random ones.
