Mafia 101. Disputed Island

Alex is an inactive player, with a lot of evidence against him, and Snowman, who defended the mafia member Shaman as if he were his own son.
Other candidates were also suggested: Hekasan, as a default mafia member, and Sezam and Dagr, but I don't understand why.
