To be honest, it's a bit unclear. The tournament was supposed to start for everyone on the 1st, and there was plenty of time to register and determine the qualifiers... but in the end, we're waiting for 3 participants. Why not do it as usual – draw the groups and leave the numbered slots for the qualifiers?
