To be honest, it's a bit unclear. The tournament was announced to start on the 1st for everyone, and there was plenty of time to register and determine the qualifiers... but in the end, we're waiting for only 3 participants. Why not do it as usual – randomly draw the groups and leave the numbered slots for the qualifiers?
