Hexorin agreed to play against Botinki, but due to technical issues, the game was not completed. Since Botinki is officially marked as absent in the game, I believe the fairest decision would be to leave everything as it is, i.e., award Hexorin a technical victory.
My decision was also indirectly influenced by the fact that Botinki's games were consistently accompanied by technical problems.
