I'm still leaning towards the idea that that confusing description was a description of recruiting the order.

A bite on the hand is more likely an infection than an attempt to kill. If the goal were specifically killing, a zombie would have lunged at him rather than accurately biting his hand. But it's hard to be firmly sure of any one thing; it could be this way or that.
