To be more specific — in WoG (Heroes 3.5 In the Wake of Gods) — this is a game based on Heroes 3 with new creatures, features, and settings that you can change yourself if desired, including new buildings. The Time Market is one of these buildings. There, you can "forget" an unnecessary secondary skill for money... for example — if you got "Scouting" or "Eagle Eye," which are absolutely useless in this game — you can enter this building and "forget" it.
I think that on SoD (The Shadow of Death), it naturally doesn't work. It's just a building without functions. If you want — as Lesha said — download WoG from our forum. And have a great game! 4)
