I haven't found any manuals or skill wheels for version 3.1 in Russian. In 3.0, there was a -10% penalty to initiative and damage; in 3.1, it became -10% to initiative and -25% to damage. The rest is probably just rounding. Maybe the in-game description is incorrect; I didn't pay attention.

That makes sense. What's strange is that this skill reduces the minimum/maximum damage, and you can see it in the game, but skills like +20% to ranged attack or +10% from Cold Steel are not displayed in the game at all. I was starting to think they didn't work.
