What's wrong with assassinations without evidence? The only thing is that they should definitely have a cooldown of at least 2 turns. And I don't see anything wrong with defenses against execution. In the city of Ve-He, there were a lot of defenses against assassinations and executions. And nothing, they managed to do it in 8 turns.
