Maybe, in that case, give a specialization that is more appropriate for a Master of Spies? Something like sabotage or organizing rebellions in cities (if something like that is feasible).

I would like more focus on strategy/tactics and less on RPG (after all, it's a mod for multiplayer maps, not single-player).
The opponent should be able to defend against the special ability.
In Heroes 6 or 7, Jorgen's special abilities are very simple (although they are all much worse than those in Heroes 5).
I can't think of anything right now.
