Recently, as far as I remember, it was possible to get a reputation decrease by writing in the Ukraine topic something like "vatnik," "Crimea was stolen," "Putin is to blame for everything," "Russia attacked Ukraine," and criticizing the current Russian government. However, you have to criticize very strongly, otherwise, there might be the opposite effect. In general, you just need to really want to get three negative bird icons, and then it is quite achievable.
