I meant neutral creatures, not those controlled by the hero's AI. Ghosts themselves don't have magic resistance.

Lightning shouldn't miss. Unicorns are the only neutral creatures with magic resistance, as far as I know. There are also creatures immune to different elements, but that doesn't apply to ghosts. There doesn't seem to be a spell that increases resistance for everyone. So, it seems like a bug.
Although there are bugs in the game. For example, the famous bug with blinding unicorns. It can trigger even on those who are immune to it. More precisely, it doesn't apply, but the opponent doesn't retaliate.
