Debatable. Every faction has unnecessary units; they serve as a penalty for building a level 7 town. Although, they did mess up with the value assessment, yes. But I'm saying that the perceived value is not determined by formulas, but by experience – how many of these units were obtained for a certain amount of resources, and that's how the value is remembered, regardless of the unit's actual, subjective worth.
