NTBF – New buildings for the towns in Tribes of the East 3.1.

Could it be possible to have a guard tower and an artifact shop in every town – all in the name of balance, and it would also make it harder to capture a town, although, in my opinion, the number of creatures supplied by the tower should be reduced.
