My immodest opinion is that balance-panic-skirmish should be removed from all tournaments (except specialized ones like M200). And SM-c as well in principle, although it can be left somewhere for variety.
A rough list of templates for a regular universal tournament for a wide range of players (FB, OFB, Favorites, One for All, etc.) IMHO should look something like this:
Jebus Cross
Diamond
Mininosta
2 mirror templates
Anarchy (160%)
3 any XL+U (except 8xm8a).
That totals 9 templates, from which you can almost always generate something comfortable to play. Well, except for the case when you need to generate unbalanced crap in a game against a clearly stronger opponent.
I totally don't understand why expand the pool by shoving everything in there? There's plain statistics, just pick 7 templates that are most playable according to reports. Why dilute it to 15 with all sorts of c...? I already wrote that you don't force them, you have to give them a chance..
