Read above. These Paladins don't have much money. Or they aren't Paladins.

Mounted Paladins are only found in turn-based strategy games (Age of Wonders, HoMM V, Disciples) and in the tabletop version of D&D. In the rest of the gaming industry, Paladins walk (Diablo, HoMM 1&2, Majesty (where, by the way, Paladins are exclusively female), Warlords 4, Spellforce, Warcraft, etc.). Thus, we can conclude that mounted Paladins are rarer than those on foot. Regarding money, Paladins are generally supposed to lead an ascetic lifestyle; if they acquire money, they are more likely to give it to the poor than to buy themselves a horse, in my opinion.
If we delve into history, looking in a dictionary, we find: Paladin (palatinus), the name of the legendary companions of Charlemagne and King Arthur; they possessed all the knightly virtues. And what do we know about knights? That's right - 80% of them went into battle on foot, and about 40% of knights didn't have horses at all.
