Moreover, mod versions are often incompatible, as are the versions of the rules.
Suggestion:
For each current and future tournament, specify a mandatory mod version and Hw_rules version. Those who rushed should revert to the previous version. The tournament organizer can change the current version with special announcements before the start of a new round.
