Gekasan is more likely a town player because after my suggestion and the opening of the second line of investigation on the Master, it would be awkward for him to go after Ment'a. Unless this is some kind of brazen mafia. But I don't believe that.
As for Shaman, his voice practically gives him away as being in cahoots with the Master. And frankly, I don't like his rhetoric at all.
