In SOD, Im also pretty sure about it, but in Hota where you always get 3 stacks, and starting quantity of gnolls raised from 10-20 to 12-24, drakon looks pretty strong.
15-25 ! So allmost allways 95+ gnolls since start. Drakon in HoTA may be the best starting hero at all.
