It Seems to me that your imperial majesty is somewhat biased. You can't cast all spells in battle, and where are you supposed to get the attack from? Ultimate won't give a mage that much, especially compared to home-brewed artifacts, and it doesn't stand a chance against constant disluck and turn skipping, as armies are quite large by then.
On the other hand, when obtaining this ability, you don't need to level up magic, as they start at expert, and the mage mostly wipes everyone out with magic—hypnotizing some of the enemy units, or summoning a phoenix, resurrecting squads, etc. For elves it's not that great, although constant luck is good, but it happens often even without the skill. But on the other hand, it's useful; the dwarf ability is wonderful, but useless against mages:)
