This is the first time I've heard of such a thing. Completely blocked roads on Jebus Cross, without the ability to quickly bypass the block (1 day), have always been treated by both me and my opponents as a tech restart, and there has never been any dispute over it. Because the rules state that a block is an inability to develop, combined with the complete or major loss of an army. Here, it is essentially an inability to develop.
