Appeals Committee. Disputed situations in tournaments.

RADICAL changes have been made, up to the point of using HotA as the only version for conducting the tournament.

1. Game version. The tournament is held on version SOD 3.2(4.0) + HD mod + with the mutual consent of the players, HW_rulez (for correct operation, the patch must be installed on both players). With mutual consent, games can be played on version HotA 1.3.8 (according to the vote among the participants).
