RTF is a global modification that replaces all towns in the game.

I don't know, it will just be nonsense. Runes suit them very well; I don't see the point in artifacts that give only a couple of hit points. Erlom charges into the crowd and starts dealing damage to everyone with runes.

Runes are certainly a cool thing, but they don't fit the lore of the Dark Elves. As for artifacts, they can be very useful; instead of giving hit points, they could grant luck or speed, which would be more beneficial.
