Lazy developers, that's what they are. Almost everything was copied from the 6th installment.

Actually, Ubisoft allocated a meager budget to Limbic... So blame them, and Limbic did a good job listening to the fans (vampire redesign, with a lich). I'm sure if they had a sufficient budget, the game would be much better than it is now...
