You don't understand me; I'm telling you that even though it's not written anywhere, any polls here have the status of a social survey, or even no status at all. Only polls initiated by Pete and possibly Dirty have any significance for changing something on the portal.

Exactly, it's not written down. And if it's not written down, then either it needs to be written down, or people need to stop acting like they're in charge. That's what I'm saying: lately, too much on Hv has been done "according to unwritten rules."

Moreover, I'm not against writing it down, introducing the position of "Tsar of all Hv" with any more or less adequate candidate in that position. In my opinion, this is better than democratic chaos.
