Polls regarding changes to the rules or regulations should be organized by those responsible for them, not just anyone.

That's what we're figuring out here – who is responsible for the rules.

As for who is responsible for the regulations, there is no such position currently. The Arbitration Committee cannot be responsible for its own powers.
