I once suggested introducing some kind of "passing score" for polls, let's say 33% (this is negotiable). For example, you come up with an idea that seems good to you and decide to create a poll, but it turns out that your idea isn't as great as you thought, and the forum doesn't support it, and you don't get the desired 33% of votes. In this case, it's no longer a poll, but rather spam, and spam should be followed by some kind of punishment (also negotiable). This way, we can rid the forum of unnecessary polls, and anyone who decides to create them will first ask people in ICQ/private message whether they even need them.
Perhaps it would be worth assigning all polls the status of a social survey, and only "someone" would create polls that change something important (especially in the game).
