we need an interpretation that won't raise so many questions (ideally, zero questions), so I suggest this approach: an interpretation appears, and it's bombarded with questions ("reasonable" ones) - the author of the interpretation, or someone else, refines it, and the questions continue until they approach zero. If there are several interpretations that pass this process, we can choose one through voting or some other method.
