As practice shows, the frequency of ending up in a difficult situation weakly depends on the number of restarts; it depends more on the strategy of using those restarts. For example, in two blitz tournaments by Alessandro and in my Blitz-Jebus, there was only one restart on turn 111, and we didn't end up in a difficult situation very often. We simply played based on what was generated, unless there was an obvious block. And getting two blocks in a row is a rather rare occurrence.
On a random map, you can add +1 day of restarts.
