Movement penalty.

Hello everyone!
Question: Is what was said correct only if both terrains have a penalty?

This applies to any type of terrain. It says "between two types of terrain with different penalty magnitudes," where the magnitude is 0% in one place and 50% in another.
I think the same applies when picking up items. The terrain you are standing on is the one that counts.
