The option of "giving a debuff to the one who is delaying" is fraught with mass arguments about "he's the one delaying, not me!", and in most cases, both are to blame for the delay. Sorting this out is an extremely unpleasant task.

If your opponent is delaying, and you don't want to receive a debuff, there's a simple method: write on the forum or in a private message, "My opponent can't find time to play; please set a mandatory time for the game." Or, "My opponent has gone on vacation; please extend our game deadline without a debuff." Or, "I found out about my opponent late due to the delay in the previous round; we've been playing for 3 weeks, and we won't be able to finish the game within the deadline; please extend the deadline without a debuff until the end of the weekend."

The main thing is to write this yourself, don't wait for a nudge from the organizer. If I find out about the difficulties only a few days before the end of the round, my desire to accommodate the players will be small. However, if the players are making visible efforts to play, I usually gladly accommodate them.
