If I remember correctly, the only instance where the developers didn't follow this pattern is with the Shooting and Dodge perks, which have equal percentage values.
The numbers are equal, but the effect is different. If Player 1 has Shooting and Player 2 has Dodge, then Player 2 will take 4% less damage than normal from the shot. The multiplier is 1.2 x 0.8 = 0.96.

In general, it makes sense - after all, the attacker has the advantage of the first strike. That is, he attacks, and after his attack, he receives a weaker response. Therefore, Defense is more powerful than Attack.
But what if the player who has invested in Defense attacks first? Then he gets an even greater bonus - he attacks without modifiers, and the response he receives is even weaker. The attacker and the player who has invested in Attack are not always the same, and the same applies to Defense. For example, paladins with high Defense perform well in attack.
