If registration for the summer tournament opens in July and it starts in August, then it can be completed by the end of the year, the main thing is not to accept everyone. And in this newbie tournament, they really started the "Winter" one in the spring, and many, as I understand, don't have the enthusiasm. They need to be penalized in the same way as in the official tournaments regarding deadlines; otherwise, it's not a tournament, but some kind of "anchor."
