If you look at the un-nerfed city, it's strong. And if it's being "nerfed," then I think many other cities should be nerfed as well. And if you focus on the Conflux strategy, the faster you develop the Phoenixes, the easier it will be to play. (of course, if the player knows the strengths and weaknesses of their city).
