2.6.3. It is allowed to enter an adjacent zone without breaking through the passage guard in order to visit an object belonging to that zone, in which the player is located.

And why is Red to blame for anything? As can be seen from the resources lying on the road, Red has not been here yet. As can be seen from the direction and location of Blue, he could only have reached this point from above. We also see a clear transition between the zones. We also see that it is impossible to reach the point where Blue is located without breaking through the guard between the zones, which, logically, should be there, and not shifted several cells in a completely different direction.
Therefore, it is logical that Red did not see that the passage guard was shifted and moved somewhere else and assumed that Blue had already broken through this guard...
