In general, it's a strange logic. Firstly, no one forbade players from Ukraine to participate; moreover, I think everyone would be happy if someone from Ukraine could come.
Secondly, who determines the legitimacy of the tournament? How many CIS countries should there be? How many players from each country?
And thirdly, as I already said, only an officially registered federation has the right to hold tournaments with grand names like World Championships, Russia, Ukraine, Siberia, Moscow, etc. Therefore, no matter who comes, it will still just be a tournament.
