In my opinion, no matter how much you buff the Eagle Eye skill, it won't be useful, unless there's a radical change to its mechanics.
Moreover, a significant buff will always be a balancing act between being overpowered and being useless.
For example, the suggested option would make Eagle Eye a must-have skill for a secondary hero, as it would allow you to gain control at the same time as your opponent. The strategy would then revolve around quickly leveling up such a secondary hero and drawing spells from your opponent instead of trying to acquire them yourself. This would significantly change the gameplay and noticeably weaken the player who fails to quickly find a hero with Eagle Eye.
Therefore, it would be more logical to simply remove this skill and replace it with another one, with a different name and image. This would also remove the limitations on the range of options.
In other words, introducing a new skill would be acceptable for the developers, who are so concerned about preserving the "spirit of the game"?
As for the Ogre Gaze skill, in the worst case, it could be made at least somewhat playable (at least for secondary heroes and on map 200), for example:
- on expert difficulty, the chance to re-learn a spell is 100%
- the re-learned spell can be used in the same battle, and not only after it
