Wicc, how about this idea for the Eagle Eye buff: allow it to learn non-combat (or even all) spells cast on the open part of the map (or on one level)?
This would be a buff for the useless eye, an indirect buff for low-utility literacy, and a new way of gaining control that doesn't increase the variance of only one player finding control? At the same time, it would slightly weaken control, as it would force players to use it wisely and consider the territory presumed to be opened by the opponent.
