The thing is, 2-in-1 versions didn't appear right away and weren't made for all games. I remember having to spend half a day to find an English version of Starcraft. English pirated copies did exist, but their circulation was small compared to the "Russian" versions, and therefore they were quickly bought up from the shelves within a week.
