REWORK for the Academy. Is it needed or not?

it would be better to come up with a use for useless artifacts and add some kind of bonus for diplomats and eagle eyes with the HW patch; then, who knows, maybe we'll get to GM (and, of course, something needs to be done with the boots of swiftness, either giving them relic status (or pre-relic status) or reducing their movement range to 300).
as for the restructuring itself, if skills are generated randomly, except for those that already exist, then the cost should be doubled in resources and five times higher in gold.
