It gives newcomers a chance to prove themselves and also serves as a stimulus for activity. It's about competitive "leveling up" and competing with other "athletes." This generates additional activity. If Pete is too busy or doesn't want to, let him pass this responsibility on to someone who will take care of it. What's the problem?
