We should rather compare it to political voting, where more than 50% means the party is assigned the status of the leading party in Parliament. At the same time, even 20% is enough for another party to have its representatives in Parliament, and, accordingly, have a say in decision-making. That's why the "checkbox" is the right decision. It is a compromise.
