Perhaps I should analyze this here, just in case someone else wants to avoid making the same mistakes.

Issue 1. "Death Penalty on Death Row?" I've already dealt with this; I allowed criminals to go to their deaths with a teddy bear. Everything was fine; tourism didn't decline because of this.
Issue 2. "Maxtopians Demand Return of the King." I didn't give my museum exhibits to other countries. Logically, this shouldn't have reduced tourism.
Issue 3. "Digital Revolution Requires Re-evaluation." I removed censorship on television. It doesn't seem like anything special.
Issue 4. "Expats Plea For Help In War-Torn Country" Well, here's the apparent culprit.

Following new legislation in The Great Water, the world outside is only known of in folklore.

I have no idea what the chosen third option has to do with the outcome of the issue, or what the text of the outcome has to do with the decline in tourism. But I warned you. ;)
