Many things fit this description, not just the lack of control. For example, uneven distribution of resource nodes – one player has compact, rich nodes along the road, while another has small nodes located deep in the wilderness. The first player collects them at levels 121-122, quickly moves to the opponent, and reaches level 125. This is a fairly common situation, and the chances of winning are practically non-existent. How do we fix this?
Wicc, I don't think the resource node example is that unbalanced, in my opinion. Of course, there are completely terrible layouts, but this can be mitigated by restarting the game or doing some minimal scouting for 1-2 days. If you're playing maps generated by RMG, you shouldn't rely on or complain about such factors in the first place, because you made the choice to play with random map generation.
And if we're talking about XL+U, you won't be killed at level 125 often enough that you can't escape and get help. There's still hope for finding control points, and you can rebuild your army by the time the "scout" reports on the strength of the enemy army and the presence of winged creatures at level 112. At least some options appear to fight back! Instead of just giving up.
In fact, I've always been "against" randomness and "welcome" fixes precisely because of these kinds of factors that you described! :D
