No restart was used, and it was good for me because Shakti came with 3 stacks, and I had 3 Manticores and 4 Trog Dwells in my area. I took all of them in week 1 and decided to find an opponent as soon as possible. My roads were long, and of course, I went first in the wrong central area and didn't find an opponent before the end of week 2. But at least I found a full Conflux and a Library. I took the other central area from the opponent in week 3 and decided to get some strength, but the opponent resigned soon. Thanks for the game.
