Balance for newbies isn't needed. Whoever builds more rockets is the king and champion, just like in real life.
But, as you can see, this kind of realism isn't to everyone's liking. As a player, I would like to laugh at the heated discussions about the division of Arconia and the invasion of Greywater, and even participate in them myself, but the problem is that many owners of weak (or those that turned out to be weak at the moment) countries will really "complain" about unfair PvP and all that, so from the GM's point of view, it will be unpleasant. There will be no perfect balance, and if there is, it will no longer be interesting, which means many will refuse to participate. That's the situation.
