Diplomacy only provides a 10% bonus to the chance that neutrals will join you. This chance is determined by the attitude of the neutral faction, the hero's race and the neutral's race, the hero's army, and their specialization (for example, Ossir has a 20% higher chance of recruiting archers than other Sylvan heroes).
