It's probably just related to the fact that you banned it a long time ago, and it has been increased several times since then. And I think nudism itself has different levels. It doesn't necessarily mean "wrapped in clothes from head to toe" - "naked." It's just a parameter that characterizes the degree of openness of outfits on average.
