Each country in Actaea, regardless of previous decisions of the Security Council, may send its representative (if he has the appropriate document and authority) to the Security Council. Exceptions may be countries excluded from the Security Council for any reason according to its decision.
The Sultanate of Ahassan, the Republic of Champignons, and the Steelmen gain the right to become members of the Security Council.
